Finance Services

All accounting and finance staff are now in one team, operating with ‘dual accountability’ to the Service and the County Treasurer. This includes ordering, accounts, petty cash and payments.

The Service is responsible for budget preparation, monitoring and costing growth and savings plans, Medium Term Financial Plan preparation, budgetary control & reporting, completion of statutory financial returns and analysis of the Local Authority's comparative position, profiling grants and handling claims and reconciliation, assisting service budget managers with budget strategies and management and maintenance of proper accounting records and year end accounts closure.

Specialist support is offered to schools and the DCC Schools’ Forum (a statutory body mainly comprising head teachers and school governors that has a role in most issues associated with School Funding and on policy interpretation and implementation of all School Funding regulations.
