Index of Deprivation 2000

The new IMD 2000, which was formally announced by DETR on 22 August 2000, was a far more comprehensive measure of need than its predecessor (the Index of Local Deprivation). Previous indices of need used by Government tended to concentrate on indicators which reflected conditions in the inner city rather than in the nation as a whole. As a consequence they understated the extent of the problems within rural and coalfield counties like Durham. The new IMD endeavoured, fairly successfully, to include all the major dimensions of deprivation, particularly in incorporating measures of hidden unemployment. The Index at ward level consists of 33 indicators of need which have been statistically condensed into six themes with some given more importance or weight than others:

  • Income deprivation (two and a half times the importance of the lowest).
  • Employment deprivation (two and a half times the importance of the lowest).
  • Health deprivation/disability (one and a half times the importance of the lowest).
  • Education/skills and training deprivation (one and a half times the importance of the lowest).
  • Housing deprivation (joint lowest importance).
  • Geographical access to services (joint lowest importance).

With the release of each new index, officers of the County Council prepare summary reports and charts for elected members detailing the implications of the new measure for County Durham. The Adobe documents below detail the report and the supporting maps produced for each domain in the index.
