Durham City Controlled Zone Parking Permits

Various permits are available from the Parking Shop for residents within the Durham City Controlled Parking Zone (CPZ).

Resident Permit

Resident permits will only be issued by the Parking Shop to residents within the CPZ at a cost of £30 per year.

The permits are for use by residents only and have the vehicle registration number printed on them. The vehicle must be registered in the name of the applicant. Permits will not be issued for passenger vehicles weighing over 7.5 Tonnes or those longer than 6m.

The permit allows residents to park in both permit holder only areas and pay and display bays.

A maximum of two permits will be issued per household. If the household has off street parking available, the number of permits will be reduced by the number of off street parking places. Properties which are multiple occupancy, such as a house sub-divided into flats, will be treated as one residence and will be eligible to apply for two permits unless it is split into several discrete flats and is registered with the Council as such. In this case each flat will be entitled to one permit.

Resident permits are zone specific and can not be used in any other zone other than the zone in which the resident's property is located.

Please note, due to the historic nature of the streets within the CPZ the supply of on street parking space is limited in some areas. We are therefore unable to provide resident permits for occupiers of new developments built after 2000. Before moving to a new development please ensure that the parking provision available to you is adequate for your needs.

Resident Visitor Permit (Scratchcard)

Scratchcards will only be issued by the Parking Shop to residents within the CPZ. A maximum of two books of scratchcards may be purchased per household per month at a cost of £3.00 per book.

The 3 hour scratchcards (15 cards per book) allow visitors to park for up to three hours in both permit holder only areas and pay and display bays. Three scratch cards can be used for a full day's parking i.e. the tenth hour is free. There is no limit on the number of scratch cards that can be used consecutively to allow a visitor to stay all day or for a number of days. Books of 1 day scratchcards (5 cards per book) are also available.

Hotels and guest houses may apply for up to four books of visitors scratch cards per month.

Regular Visitors Permit

A Regular visitors permits will only be issued by the Parking Shop to residents within the CPZ at a cost of £30 per year.

If you live within the CPZ, do not have a car, but receive regular visits from someone who does, you are eligible to purchase a regular visitors permit at a cost of £30.

The permit allows visitors to park between the hours of 8.00am to 10.00am and 4.00pm to 6.00pm in both permit holder only areas and pay and display bays.

The regular visitor permit should be kept by the resident and should be displayed in the visiting vehicle when required. Visitors permits may only be given to those calling at the permit holder's address. It is the householder's responsibility to ensure that their permit is retrieved from a visitor's vehicle at the end of their stay.

Regular visitor permits are zone specific and can not be used in any other zone other than the zone in which the resident's property is located.

Carers' Permit

A Carer's permits will only be issued by the Parking Shop to residents within the CPZ. There is no charge.

A resident can apply for a carers' permit if they are certified in writing by a qualified medical practitioner as being in need of substantial and regular care.

The permit allows visitors to park in both permit holder only areas and pay and display bays.

The permit should be kept by the resident and should be displayed in the carer's vehicle when required. Carers' permits may only be given to those calling at the permit holder's address. It is the householder's responsibility to ensure that their permit is retrieved from the carer's vehicle at the end of their stay.

Carers' permits are zone specific and can not be used in any other zone other than the zone in which the resident's property is located.

Builder Permit

Builder permits will only be issued by the Parking Shop to building contractors undertaking work at a residential property within the CPZ. The permit costs either £20 per week or £80 per month.

The permits are for use by in any of the building contractors vehicles. Permits can not be used in vehicles weighing over 7.5 Tonnes or those longer than 6m.

The permit allows builders to park in both permit holder only areas and pay and display bays.

A maximum of two permits will be issued per residential property.

Builder permits are zone specific and can not be used in any other zone other than the zone in which the residential property is located.

Business Permit

A Business permit will only be issued by the Parking Shop to businesses within the CPZ at a cost of £375 per year.

The permit is for use by one business vehicle only and has the vehicle registration number printed on it. The vehicle must be registered in the name of the applicant. Permits will not be issued for passenger vehicles weighing over 7.5 Tonnes or those longer than 6m.

The permit allows parking in pay and display bays only.

Business permits are zone specific and can not be used in any other zone other than the zone in which the business is located.
