New Roads and Street Works Act

Street Works Co-ordination Contacts

The following page is intended for use by utility companies and their contractors (such as BT and Northumbrian Water) to assist in the co-ordination of roadworks within County Durham. They contain information specific to the implementation of the New Roads and Street Works Act: 1991 and Traffic Management Act: 2004 and as such are not aimed at the general public.

General Information

The New Roads and Street Works Act and Traffic Management Act have put a new emphasis on minimising disruption to road users by providing a framework of procedures that ensures all works, are 'co-ordinated' to minimise the effects on the travelling public. Durham County Council is the Highway Authority responsible for the co-ordination of all roadworks on the County's road network.

Durham County Council and Darlington Borough Council are both members of NEHAUC (North of England Highway Authorities and Utilities Committee) which provides a forum for Highway Authorities and Statutory Undertakers (Gas, Electricity, Water, Sewerage and Telecommunications and other Utility Companies) to discuss and review topics of mutual concern and interest.

NEHAUC use the dictum - 'Working together to the benefit of Highway Users' - which describes the positive and constructive attitude that has been developed between the members.

Representatives meet three times a year to discuss issues and formulate agreed working practices.

Co-ordination Meetings

These meetings are held to co-ordinate proposed works to be carried out by the Highways Authorities and Utility Companies in the County Durham and Darlington Borough areas.

Any Utility Companies who are not represented at the co-ordination meetings should contact Roger Culpin

Temporary Traffic Signals

Any undertaker who wishes to place temporary traffic signals on the highway must seek prior permission from the County Council, using one of the forms below. Please also read the attached guidance notes before submitting your application.

Section 58 Schedules

Through section 58 of the New Roads and Street Works Act: 1991 (NRSWA), the Highway Authority may impose a restriction on the execution of street works where it intends to carry out its own road works. The restriction is for twelve months after the completion of these works.

The following tables list those streets that are subject to (entries that are shaded) or will be subject to (unshaded) section 58 restrictions. You can view it in either PDF or Excel. You will need Adobe Acrobat Reader, or an Excel Viewer from the Microsoft website to view this information.
