County Durham Minerals and Waste Development Scheme
The County Durham Minerals & Waste Development Scheme (MWDS) is a statutory document agreed with Government, which sets out how the County Council will prepare the County Durham Minerals & Waste Development Framework (MWDF). This MWDS has the following purposes:
- It specifies the Minerals and Waste Development Dlan Documents (DPDs) that the MWDF will contain.
- It provides information on each Minerals and Waste DPD and sets out the timetable for their preparation.
- Provides guidance on how long the policies of the existing Minerals and Waste Local Plans will be 'saved';
- Provides the starting point for the local community and other stakeholders to find out more about the County Council's plans to replace the County Durham Minerals and Waste Local Plans with a MWDF.
When does the Minerals and Waste Development Scheme Come into Effect?

Future revision of the Minerals & Waste Development Scheme
Following our annual review of progress in preparing our Minerals and Waste DPDs reported in our 3rd MWDF Annual Monitoring Report (AMR) the Council decided to review its Minerals & Waste Development Scheme to reprogamme consultation on its Minerals and Waste DPDs. The review of the Minerals and Waste Development Scheme has yet to occur. This is because the Council is still waiting for the publication of two new sets of regulations by the Department of Communities and Local Government (CLG):- New Local Development Framework Regulations are expected, which we understand, will make further changes to the plan production process, abolishing the preferred options stage and requiring a two stage process of submitting documents to the Secretary of State; and
- The second set of regulations relates to the the early integration of Local Development Framework in areas undergoing local government reform such as County Durham. We expect that these regulations will require that a single Local Development Scheme to be published for the new Unitary Council of County Durham later this year.
