Local Plan - Minerals
The Minerals Local Plan was adopted in December 2000 and the purpose is to guide and control mineral working throughout the County up to the year 2006. The adopted Plan contains countywide policies concerning the general needs for new mineral working, the efficient use of resources, and the protection of the environment and amenity of those affected by it.
Status of Minerals Local Plan
The provisions of the Planning and Compulsory Purchase Act 2004 saved all existing Minerals Local Plan policies until 27 September 2007. From 28 September eight existing policies in the plan have expired. Policies in this state are also referred to as 'Not Saved'. The remaining 48 'Saved' Minerals Local Plan policies are identifed in the schedule below. When regard is being given to the written text of the plan or the interactive version of the plan interested parties will need to have regard to the schedule of saved policies. Please note that the Council is not intending to republish the written text of the plan or the interactive version of the plan to take into account the schedule of saved policies.

Work is now ongoing to replace the adopted Plan with two new Minerals development plan documents (DPD):- Minerals Core Strategy DPD – This will set out the County Council’s overall policy approach to minerals development.
- Minerals Site Allocations DPD – This may allocate land for new minerals development.
- County Durham Minerals and Waste Development Framework.
- County Durham Minerals and Waste Development Scheme.
