County Durham Minerals & Waste Development Framework

The Planning & Compulsory Purchase Act 2004 requires Durham County Council, as Minerals and Waste Planning Authority, to prepare a Minerals & Waste Development Framework (MWDF). Once completed the Framework will set out where new quarries, landfill sites and waste recycling sites may be located. New legislation means the MWDF will eventually replace the existing Minerals and Waste Local Plans.


When will the minerals and waste development plan documents be prepared?

Preparing the first minerals and waste development plan documents (DPDs) will take several years. Details of our timetable for preparing the Framework have now been published in our Minerals & Waste Development Scheme (MWDS). The MWDS can be downloaded from the County Durham Minerals & Waste Development Scheme web page.

What minerals development plan documents will be prepared?

We are committed to preparing and consulting upon:
  • Minerals Core Strategy DPD – This document will set out the key principles for the winning and working of minerals in County Durham and will include a spatial portrait detailing the County's social, economic and environmental characteristics, a spatial vision, strategic objectives, a spatial strategy, core policies, detailed policies for determining planning applications for minerals development and a monitoring and implementation framework; and
  • Minerals Site Allocations DPD – This DPD may allocate new areas of land for future minerals development.

What waste development plan documents will be prepared?

We are committed to preparing and consulting upon:
  • Waste Core Strategy DPD - This document will  set out the key principles for waste development in County Durham and will include a spatial portrait detailing the County's social, economic and environmental characteristics, a spatial vision, strategic objectives, a spatial strategy, core policies, detailed policies for determining planning applications for waste development and a monitoring and implementation framework; and
  • Waste Site Allocations DPD - This document will contain details of allocations or areas of search for waste related development..

What other documents are to be prepared?

In addittion we are also intending to prepare a:
  • A Proposals Map will accompany these development plan documents to illustrate spatial extent of minerals and waste policies within County Durham and identify areas of protection; and
  • An Environmental Enhancement &  Protection Supplementary Planning Document - which will provide further information to support our Minerals Core Strategy DPD.

How you can get involved in the process?

There are several important consultation stages during which you will be able to make your views known. The name and role of the consultation stages are set out below:
  • Issues and Options Stage – We set out issues and options for comment.
  • Preferred Options Stage – We will consult you on our preferred options. This is likely to include consultation on draft policies and potential sites for new minerals or waste development;.
  • Submission Stage – We will submit our DPDs to Government. At this stage you can submit formal comments either objecting to, or supporting, individual policies and site allocations.
  • Examination Stage – This will involve independent examination by a Government-appointed Planning Inspector into the 'soundness' of the Counci's emerging DPDs. If you have made an objection to the submitted DPDs you will be able to have your objection heard by the Inspector at the Examination.

Progress to date

We intend to prepare the minerals element of the MWDF first. During November - December 2005 we consulted upon our Minerals Issues and Options Paper.
