The Waste Local Plan went through a number of formal stages during its preparation:

Proposed Modifications

After considering the Inspector’s report and his recommendations (published June 2004), the County Council prepared a number of Proposed Modifications. These were published for consultation in September 2004. Four documents were prepared:

• A 'Schedule of Proposed Modifications' to the Revised Deposit Draft Plan.
• A 'Statement of Decisions on the Inspector's Recommendations' which the County Council's reason for proposing them;
• A 'Schedule of the Inspector's Recommendations not accepted'.

Waste Local Plan Inspector’s Report

A Local Plan Inquiry into objections to the Waste Local Plan was held in March 2004 and the report of the independent Planning Inspector was received in June 2004.

Pre-Inquiry Changes

Following consideration of representations made in response to the Revised Deposit Draft Waste Local Plan the County Council prepared Pre Inquiry Changes. Representations were invited on the Pre-Inquiry Changes during the period 6 October 2003 to17 November 2003.

Revised Deposit Draft Waste Local Plan

Representations made on the First Deposit Draft Plan were considered in preparing the Revised Deposit Draft Plan. The Revised Deposit Draft Plan was placed on statutory deposit from 18 May 2003 to 1 July 2003.

In November 2000 the County Council published a Key Issues Paper. This document marked the first stage of public consultation in the preparation of the County Durham Waste Local Plan.
