Local Plan - Waste

As the Waste Planning Authority, the County Council has prepared a Waste Local Plan to provide a clear guide to the waste industry and the public on the land use policies for managing waste in the County. The Plan ensures that waste management facilities can be provided in appropriate locations to deal with the waste that is generated within the County.


The Waste Local Plan replaces the previous Waste Disposal Local Plan for County Durham (published 1986) and is driven by the sustainability objectives as reflected in new European and national policies on waste management. The Plan views waste as a resource from which value can be extracted through recycling or recovery, before disposal.

Status of the Waste Local Plan

The provisions of the Planning and Compulsory Purchase Act 2004 saved all existing Waste Local Plan policies until 27 September 2007. From 18th April 2008 five existing policies in the Plan expired. Policies in this state are also referred to as 'Not Saved'. The remaining 'Saved' Waste Local Plan policies are identified in the attached schedule. In reading the written text or the interactive version of the Plan interested parties will need to have regard to the schedule of saved policies. (Please note that the Council is not intending to republish the written text of the plan or the interactive version of the plan to take into account the schedule of saved policies.)

What the Plan Covers

The Waste Local Plan includes land use policies for waste management and is the basis for considering planning applications for all forms of waste development. The Plan’s aim is to accommodate the need for new facilities whilst taking account of environmental protection. The Plan is largely criteria based, with one allocation, at Thrislington Quarry. The Waste Local Plan covers the period up to the end of 2016.

Adoption of the Plan

The Waste Local Plan was adopted on 18th April 2005.

Technical Paper on Waste Information

A technical paper on waste information was produced during the preparation of the Waste Local Plan. This document was originally produced as Appendix A of the Plan, but has now been published separately to the Plan in order to allow easier updating.

The technical paper details the assumptions used by the County Council and provides projections for the annual waste management requirement and annual waste disposal requirement over the plan period. The technical paper also sets out the County Council’s overall assessment of remaining landfill void space. It is the County Council’s intention that the information and projections contained within the Technical Paper will be reviewed on an annual basis.

Replacement of the Waste Local Plan

The review of the Waste Local Plan will be carried out through the preparation of waste development documents as part of the County Durham Minerals and Waste Development Framework. Information on the County Council’s intended timetable for replacing the Waste Local Plan with new minerals development documents is set out in the County Durham Minerals and Waste Development Scheme.
