County Durham Accessibility and Parking Guidelines

These Guidelines, which were adopted on 4 September 2003, will form the basis of the County Council’s formal transport related comments on planning proposals. In its capacities as Transport, Highway and County Planning Authority the Council is routinely consulted by the District Councils on applications for planning permission with regard to transport issues. Developers are advised to have regard to these guidelines during the earliest concepts of design.

The underlying principle behind the guidelines is that all modes of transport need to be considered including the more sustainable forms walking, cycling and public transport. Providing for the private car cannot be more than just a part of the solution to accessing resultant developments. The guidelines have been designed so that development does not reinforce reliance on the private car, and seek to ensure visitors, occupiers and users of new development will be provided with a choice on how they can access new development during the whole life of the development.
