The Chief Executive is the major policy advisor to the Leader and Cabinet and he is responsible for the provision of professional advice to all parties in the council's decision-making process. As head of the paid service, he has overall corporate management and operational responsibility.

He ensures that our corporate strategies and policies are clearly defined and implemented, that we set aims and objectives and that all these issues are regularly reviewed.

He also ensures that the activities of the council are properly co-ordinated and that we have arrangements in place to ensure we manage and undertake our functions as efficiently and effectively as possible.

To do this, he reviews the organisation and administration of the council and ensures that professional standards are set, maintained and monitored. He also ensures that our overall performance is properly monitored.

The Chief Executive takes a pivotal strategic role in:

  • Developing the county council's organisation under the new political and management structure.
  • Developing and implementing a strategic approach to performance management and the delivery of services to the people and businesses of County Durham.
  • Leading the modernisation and community partnership programme.
  • Ensuring the council is a leading influence in regional government and inter-agency working.
In addition, he performs a key role in assisting the Chairman of the county council in a variety of civic functions and he represents the council on many partnership and external bodies.
