Introduction

The Statement of Accounts for the financial year 2006/07 is prepared in accordance with the 'Accounts and Audit Regulations 2003' as amended by the Accounts and Audit (Amendment) (England) Regulations 2006 and the 2006 'Code of Practice on Local Authority Accounting in the United Kingdom', as updated and published by the Chartered Institute of Public Finance and Accountancy (CIPFA).

The Council's net revenue spending to be met from Government grant and council taxpayers during the year was £264.798m and capital spending on tangible and intangible fixed assets was £76.655m.

Those reserves which are earmarked for specific purposes, and are not therefore available for general use, increased from £39.1m to £68.9m and general reserves decreased from £12.0m to £11.8m during 2006/07. The balance of general reserves remaining with the County Council represents 4.2% of the County Council's budget requirement for 2006/07.

The Statement also includes the 2006/07 accounts for the Durham County Council (DCC) Pension Fund, for which DCC is the administering authority.
