Pricing (1 April 2008 - 31 March 2009)

General

When a visit is made by a Trading Standards Officer to any premises for the purpose of carrying out any of the functions or activities listed below, each visit may be subject to a minimum charge of £64.36 + VAT per Officer per visit regardless of the nature or amount of work requested or completed.

Visits carried out partly or entirely outside of normal office hours may incur a surcharge of 50% on the standard fee or on the standard hourly rate per Officer per hour.

1. Passing as Fit for Use for Trade Sections 11, 49 and 76 of the Weights and Measures Act 1985

A. Measuring Instruments Directive

In order to reflect additional costs associated with examination, testing and documentation, and maintenance of MID notified body status, certain classes of instrument covered by MID will be subject to additional charges, as follows:

No extra charge for:
  • Automatics, being automatic discontinuous totalisers, automatic rail weighbridges, automatic catchweighers, automatic gravimetric filling instruments and beltweighers.
  • Cold water meters.

10% surcharge for:
  • Measuring instruments for liquid fuel and lubricants.
  • Measuring instruments for liquid fuel delivered from road tankers.

25% surcharge for:
  • Capacity serving measures.
  • Material measures of length.

Note: Fees increase for initial MID conformity assessment, but not subsequent reverification.

B. Special Weighing and Measuring Equipment

For all specialist work undertaken by the Department which is not included in points A to F above a charge of £64.36 + VAT per man per hour on site (minimum charge ½ hour). Such types of equipment, specifically excluded from tables (A) to (F) above, include:
1) Automatic or totalising weighing machines
2) Equipment designed to weigh loads in motion
3) Bulk fuel measuring equipment tested following a Regulation 65 or 66 occurrence
4) Weighing or measuring equipment tested by means of statistical sampling
5) The establishment of calibration curves from templets
6) Templets graduated in millilitres
7) Testing or other services in pursuance of a Community obligation other than EC initial or partial verification

Note: VAT to be added, unless under the Measuring Instruments (EEC Requirements) Regs 1988, or in pursuance of a community obligation other than under these regulations.

C. Weights

1. Weights exceeding 5kg or not exceeding 500mg, 2CM - £7.15 + VAT
2. Other weights - £5.50 + VAT

Note: VAT to be added, unless under the Measuring Instruments (EEC Requirements) Regs 1988.

D. Measures

1. Linear measures not exceeding 3m for each scale - £8.00 + VAT
Note: VAT to be added, unless under the Measuring Instruments (EEC Requirements) Regs 1988.
2. Capacity measures without divisions not exceeding 1 litre - £6.11 + VAT
3. Cubic ballast measures (other than brim measures) - £141.71 + VAT
4. Liquid capacity measures for making up and checking average quantity packages - £22.40 + VAT

5. Templets:
a) Per scale - first item - £39.26 + VAT
b) Second and subsequent items - £15.15 + VAT

E. Weighing Instruments

1. Non-EC - Not exceeding 1 tonne - £50.87 + VAT
2. Non-EC - 1 tonne to 10 tonne - £82.24 + VAT
3. Non-EC - Exceeding 10 tonnes - £172.11 + VAT
Note: VAT to be added, unless under the Measuring Instruments (EEC Requirements) Regs 1988.
4. EC (NAWI) - Not exceeding 1 tonne - £84.66 + VAT
5. EC (NAWI) - 1 tonne to 10 tonne - £136.92 + VAT
6. EC (NAWI) - Exceeding 10 tonnes - £286.85 + VAT

Notes

When testing instruments incorporating remote display or printing facilities, and where completion of the test requires a second person or a second series of tests by the same person, an additional fee may be based upon the basic fee given above plus a 50% surcharge.

When supplying specialist equipment (including but not limited to weighbridge test unit, van and test weights, etc) an additional fee may be charged hourly, daily or per appointment, according to circumstance.

F. Measuring Instruments for Intoxicating Liquor

1. Not exceeding 150ml - £13.96 + VAT
2. Other - £16.12 + VAT

G. Measuring Instruments for Liquid Fuel and Lubricants

1. Container type (unsubdivided) - £58.49 + VAT
2. Single/multi - outlets (nozzles) :
a) First nozzle tested - £95.40 + VAT
b) Each additional nozzle tested- £58.61 + VAT
3. Testing of peripheral electronic equipment on a seperate site visit - £64.36 + VAT / hr
4. Testing of credit card acceptor (per unit, regardless of number of slots/nozzles/pumps) - £64.36 + VAT / hr

VAT to be added unless for items 2 to 4, under the Measuring Instruments (EEC Requirements) Regs 1988.

F. Road Tanker Fuel Measuring Equipment (above 100 litres)

1. Meter measuring systems:
a) Wet hose type with two testing liquids - 204.77 + VAT
b) Wet hose type with three testing liquids - £238.88 + VAT
c) Dry hose type with two testing liquids - £227.49 + VAT
d) Dry hose type with three testing liquids - £261.76 + VAT
e) Wet/Dry hose type with two testing liquids - £318.54 + VAT
f) Wet/Dry hose type with three testing liquids - £341.26 + VAT

Note: VAT to be added, unless under the Measuring Instruments (EEC Requirements) Regs 1988.

2. Dipstick measuring systems:
a) Up to 7,600 litres (for calibration of each compartment and production of chart) - £139.44 + VAT
b) Any compartment over 7,600 litres, basic fee plus any additional costs at rate of £64.36 + VAT per man hour (minimum charge ½ hour) - Basic fee + £64.36 + VAT per hour
c) Initial dipstick - £16.12 + VAT
d) Spare dipstick - £16.12 + VAT
e) Replacement dipstick (including examination of compartment) - £35.40 + VAT

2. Certification and Calibration (Sec. 74 Weights and Measures Act 1985)

1. In Situ Tests

Cost of provision of testing equipment, plus a charge of £64.36 per person per hour on site (minimum charge ½ hour) + VAT.

2. Metrology Laboratory Calibration & Tests

A charge of £56.11 per man per hour (minimum charge ½ hour) + VAT.

Notes

i. For supplying a certificate containing results of errors found on testing £32.42 (certificate supplied upon request of the submitter; fee applies when no other fee is payable)

ii. An additional charge may be made where officers are requested to work outside normal office hours.

3. Hire of Weights

1. Collected and returned to Department by hirer per tonne or part thereof per 24 hours or part thereof - £37.55 +VAT.

2.Delivered to and/or collected from site by Department. Charge shown in (1) above plus 35 pence per mile + VAT and £19.93 + VAT per person hour.

4. Microwave Ovens

Fee for testing microwave ovens for microwave radiation leakage - £10.57 per oven +VAT.

5. Poisons Act

Registration

1. Initial registration - £29.33
2. Re-registration - £15.47
3. Change in details of registration - £7.90

6. Explosives Act (Statutory Fee)

Registrations and Licenses


1. New registration of person to store explosives (one year) - £100.00
2. Renewal of registration person to store explosives (one year) - £50.00
3. License for person to store explosives (one year) - £170.00
4. Renewal of license for person to store explosives (one year) - £80.00
5. Varying name of licensee of address of site, transfer of licence or registration, replacement of licence or registration, or any other kind of variation - £33.00
6. Annual License for supply of adult fireworks - £500.00

7. Performing Animals Act

Registrations

1. Registration and certification - £62.34
2. Duplicate certificates - £11.42
3. Register, inspection and copying - £11.42

8. Discounts

Fees under heading 1 may be discounted as follows:

i. Where more than a single item is submitted on one occasion, the second and subsequent fees will be reduced by 25%.
ii. Where tests are undertaken using appropriately certified weights and equipment not supplied by the County Council, the fees will be reduced by 25%.
iii. Special rates can be negotiated for multiple submissions or where assistance with equipment or labour is provided.
iv. Where no travelling time is involved fees will be reduced by 25%.

Note

Where different fees are involved, the highest fee will be charged in full and any discounts calculated from the remaining, lesser, fees.

9. Prosecution Costs

Hourly rate for costs for case reports:

Divisional Manager - £41.50 + VAT
Trading Standards Officer - £39.50 + VAT
Senior Fair Trading Officer/Senior Animal Health Officer - £28.00 + VAT
Fair Trading Officer/Animal Health Officer - £26.00 + VAT
Technical Assistant - £19.75 + VAT
Administrative Assistant - £18.75 + VAT

10. Registered Trader Scheme

Any employee will be required to undergo Police Checks or Disclosure Scotland checks to be undertaken and this will incur further costs of £10.00 or £20.00 respectively and this is payable direct to the appropriate agencies.

Membership Fees:
New Application Fee - £150.00
Membership Renewal Fee - £90.00

Notes

Membership is required anually but it will be necessary to renew the police checks every three years at the rate shown at item 10. Similarly any new employee taken on during the membership year will be subject to the same fee for the police check.
