Home to school/college transport consultation


We carried out a consultation to seek views on the provision of free home to school/college transport, between 30 September and 11 November 2015. This consultation is now closed. Thank you to everyone who responded.

What was proposed?

We used to provide free home to school/college transport to some students beyond what was legally required. Like many other councils, we needed to review this because of reductions in government funding.

We proposed to remove the automatic entitlement to free home to school transport for:

  • pupils in years 10 and 11 who move house while in the middle of their exam years,
  • post-16 students who live in areas where there is no viable public transport system,
  • post-16 students who cannot travel independently due to a medical condition or disability.

Consultation outcome

Following consideration of the consultation responses, Cabinet agreed that automatic entitlement to free transport for these groups of students should be removed, except where there are exceptional circumstances. The changes began in September 2016. However, affected students who were already in receipt of free transport will continue to receive free transport until the end of their course.
