The EU Mayors Covenant

In January 2009, we signed the European Mayors' Covenant, along with the 11 other councils in the North East.

Although we had already done much to try and reduce emissions in County Durham, by signing the covenant we have committed to reducing our carbon dioxide (CO2) emissions further. In signing the covenant we committed to:

  1. Carrying out an assessment of CO2 emissions across County Durham for the year 2005 (baseline year).
  2. Developing a Sustainable Energy Action Plan (SEAP) (how we plan to reduce emissions).
  3. Reporting on the progress of the SEAP every two years.
  4. Organising local energy days to raise awareness and encourage people to take action.
  5. Working with other Member Cities who have signed the Covenant to learn from best practice.

The Department of Energy and Climate Change (DECC) provides the 2005 data upon which the assessment is made. Data showing the baseline and changes in emissions between 2005 and 2010 is available on the Local Authority Carbon Emissions Statistics website. Using the 2005 baseline data provided by DECC, County Durham set a target to reduce carbon emissions by 742,000 tonnes by 2020.

To guide our work in reaching this target, we have produced our first SEAP in 2009.
