Penalty charge witness statement
A witness statement is an oath sworn by the person who has a debt registered against them. We issue the appropriate form after the debt has been registered at the Traffic Enforcement Centre (TEC).
You may only make a witness statement if:
- You did not receive a Notice to Owner
- You made a formal Representation to us but did not receive a notice of rejection.
- You appealed to a parking adjudicator but did not receive a response from the Traffic Penalty Tribunal.
- You have already paid the penalty charge.
You must file the witness statement by the date shown on the order for recovery. If you need more time in which to file your witness statement you may apply using a form available from the Traffic Enforcement Centre (TEC) website. The form is called TE7 - Application to file a statement out of time. It is only to extend time for filing the witness statement, not to dispute the original penalty charge.
Proceedings for contempt of court may be brought against you if you make or cause to be made a false statement in an application verified by a statement of truth without an honest belief in its truth.
