Appeal against a notice of rejection
If you have made a representation following receipt of a Notice to Owner and it was rejected, the Notice of Rejection will advise you to either pay the PCN or submit an appeal to the Adjudicator at the Traffic Penalty Tribunal.
An appeal to the independent Adjudicator cannot be made until we have notified you that your representation has been rejected. Once an appeal is made, the Adjudicator will consider your case. The Adjudicator's decision is final and binding on both you and us.
If you win your appeal your PCN will be cancelled. If you lose your appeal you will be notified of the outcome and allowed 28 days to finalise the matter by payment of the full penalty charge. If you do not pay within 28 days following notification that your appeal has been rejected we will send a charge certificate.
