Durham City parking permit applications


Parking permits are available to drivers in the Durham City Controlled Parking Zone.

A summary of the information required when applying for a permit is provided below:

If you would like to apply for a permit, please complete the application form and return it to The Parking Shop. Contact The Parking Shop for their opening hours.

Resident permit

New application

New applications can be made either in person, by post, or by email following submission of a completed application form enclosing proof of residency and vehicle ownership,

Proof of residence - any one of the following documents:

  • Mortgage agreement/rent book
  • Council tax document (dated within 12 months of application)
  • Utility bill (dated within three months of application)
  • Temporary residents must provide a signed Tenancy Agreement

A permit can be issued for any period of time up to 18 months. However, a minimum charge of three, six, nine, 12, 15 or 18 months will apply. For example, if a 4 month permit is issued, a 6 month charge will apply. When a rolling tenancy agreement is provided as proof of residence, a supporting letter from the landlord or his agent must be provided confirming that:

  1. the agreement has not expired
  2. the landlord will retrieve and return the permit(s) to the Parking Shop should the tenant cease to live at the property

Proof of vehicle ownership - any one of the following documents:

  • vehicle registration document
  • current hire/lease agreement
  • valid certificate of insurance with applicant as named driver
  • authorised bill of sale/invoice (dated within 3 months of application)

Renewal application

For renewal applications made by permanent residents, providing that the address and vehicle remains the same as the previous application, payment can be made by telephone and the permit can be posted to the resident's address. If renewing in person, the applicant will need to provide proof of residency if they would like the permit handing over, otherwise it will be posted to the applicant's address. Renewal applications made by temporary residents may be made either in person, by post, or by email enclosing a copy of their signed tenancy agreement.

  • rent book
  • utility bill (internet copy accepted where address is shown) (dated within 12 months of application)
  • council tax document (dated within 12 months of application)
  • temporary residents must provide a signed Tenancy Agreement

Proof of vehicle ownership (if applicable) - any one of the following documents:

  • vehicle registration document
  • current hire/lease agreement
  • valid certificate of insurance with applicant as named driver
  • authorised bill of sale/invoice (dated within three months of application)

Resident visitor permit (scratchcard)

New and renewal applications made by permanent residents can be made either by telephone, in person, by post or by email. If applying/renewing in person, the resident will need to provide proof of residency if they would like the scratchcards handing over, otherwise they will be sent to the applicant's address. New and renewal applications made by temporary residents can be made in person, by post or by email, providing a copy of their signed tenancy agreement.

Proof of residence (if applicable) - any one of the following documents:

  • driving licence (not on first application)
  • rent book
  • council tax document (dated within 12 months of application)
  • utility bill (internet copy accepted where address is shown) (dated within three months of application)
  • temporary residents must provide a signed Tenancy Agreement

When a rolling tenancy agreement is provided as proof of residence, a supporting letter from the landlord or his agent must be provided confirming that:

  • the agreement has not expired
  • the landlord will retrieve and return the permit(s) to the Parking Shop should the tenant cease to live at the property.

Carer permit

New application

Proof of residence - any one of the following documents:

  • rent book
  • utility bill (dated within three months of application)
  • council tax document (dated within 12 months of application)
  • temporary residents must provide a signed Tenancy Agreement

Renewal application

Proof of residence - any one of the following documents:

  • driving licence
  • rent book
  • utility bill (dated within 12 months of application)
  • council tax document (dated within 12 months of application)
  • temporary residents must provide a signed Tenancy Agreement

New and renewal application

Proof of eligibility - any one of the following documents:

  • confirmation from our Adult Sensory Support Team that the applicant is registered blind
  • letter confirming applicant receives War Pensions Mobility Supplement
  • confirmation from a local centre that the applicant is a permanent user of a wheelchair
  • aged 85 or over and has 'severe walking difficulty' (proof of age only)
  • certification from medical authority that the applicant suffers from dementia
  • certification from medical authority that the applicant suffers from terminal illness
  • confirmation from medical authority that the applicant suffers from certain neurological disorders which developed after 65 and affect mobility or require help from another person, including strokes, Parkinson's Disease or Motor Neurone Disease
  • applicant is a parent/guardian of a child under 2 that requires bulky medical equipment to be carried at all times
  • confirmation from the Department for Works and Pensions that the applicant is in receipt of:
    • Disability Living Allowance (16 to 64 years of age): Disability Living Allowance is money to help with extra costs if you have a disability severe enough that you need someone to help look after you or you have walking difficulties (or both). We accept confirmation of:
      • Care Component
      • Mobility Component Higher Rate (you may get the higher mobility rate of Disability Living Allowance if, even when you use an aid (like a walking stick or false leg), you cannot walk at all, can only walk a short way without being in severe discomfort, or could become very ill if you try to walk).
    • Attendance Allowance (65 or over): You may be able to get Attendance Allowance if you have needed help with personal care or have needed supervision because of a physical or mental disability for at least six months.

Business permit

New or renewal application

Proof of business address - applicants must provide:

  • business rates bill (dated within 12 months of application)

And any one of the following documents:

  • mortgage agreement (property lessees need a signed lease agreement)
  • utility bill (dated within three months of application)

Proof of vehicle ownership - any one of the following documents:

  • vehicle registration document
  • current hire/lease agreement
  • valid certificate of insurance with applicant as named driver
  • authorised bill of sale/invoice (dated within three months of application)

Construction permit

No evidence is needed to apply for a construction permit.
