Planning and Service Strategy


This page provides information about the planning and service strategy section, who provide support to Adult and Health Services, and Children and Young People's Services.

Planning and Service Strategy provides a range of support services and works closely with our other services and partners. 

We lead and support a range of partnerships including the Health and Wellbeing Board, the Children and Families Partnership, the Safe Durham Partnership and the Local Safeguarding Children Board. We lead on strategic planning for the service grouping and also develop inter-agency plans and strategies, such as the Joint Strategic Needs Assessment, Joint Health and Wellbeing Strategy, Children Young People and Families Plan, and the Safe Durham Partnership Plan and Strategic Assessment. 

We ensure that relevant and appropriate performance management frameworks are embedded throughout the service, in order that timely and corrective action can be taken, where appropriate, to ensure the right outcomes. This includes the provision of data services to support statutory statistical returns, commissioning activity, strategic planning and resource allocation. Quality assurance is a key role for the service and involves complaints management, inspections, audits and co-ordinating a range of customer feedback mechanisms. The Independent Reviewing Officer service is committed to achieving the best outcomes for all children and young people in County Durham, particularly the most vulnerable, such as those children who are looked after and those subject to child protection plans.

We lead on the provision and implementation of ICT systems across the service including systems for Social Care, Education, Early Years, Adult Learning, Drug and Alcohol Services and Locate, an online database and eMarketplace. We also provide advice and support to help staff to safeguard and share confidential information in accordance with legal requirements.

We are also responsible for the development and implementation of service support systems across both service areas which ensures that high quality business support services are provided to a range of teams and services. This includes provision of support to social work teams, the OnePoint service, fostering and adoption, Aycliffe Secure Services, blue badges and public health.

Planning and Service Strategy also manage communications, marketing and information to the public.
