The elections were held on 4 May 2017. This was the second time councillors have stood for re-election following the formation of the unitary council in 2009.

Turnout
Overall the turnout for the county council election was 31.25%. Turnout rose by 12.29% compared to the previous election in 2013 when turnout was 27.83%. The five highest turnout wards were:
- North Lodge 51.2%
- Weardale 45.6%
- Durham South 43.3%
- Chester-le-Street South 42.8%
- Chester-le-Street North 41.2%
The five lowest turnout wards were:
- Woodhouse Close 20.9%
- Peterlee East 23.3%
- Peterlee West 24%
- Consett South 24.6%
- Trimdon and Thornley 25%
