Total Place is a new Whitehall initiative that looks at how a ‘whole area’ approach to public services can lead to better services at a lower cost.
The initiative seeks to identify and avoid overlap and duplication between organisations to deliver both service improvement and efficiency at the local level.
There are 13 Total Place pilots nationwide that look at how a ‘whole area’ approach to public services in a local area can lead to better services and outcomes at less public cost. The pilots offer a way for local areas to understand how resources should be allocated most effectively and what barriers need to be overcome to make this happen. Durham Total Place Pilot
The Durham Pilot has a high level of engagement from a wide range of partners and stakeholders including Communities and Local Government, the Homes and Communities Agency, with other regional partners. Locally we are engaging with local residents, Registered Social Landlords and other housing providers, private developers and key public service agencies. The Council’s Cabinet and local councils are also actively engaged in shaping the project.

This pilot is looking at ‘Housing in relation to Regeneration’ in Durham and to support this we have held a number of Total Place workshops including ‘Mapping the Money’, ‘Customer Insight’ and ‘Change’ events. Information from these meetings assisted us in compiling our Interim Report and Final Report, and has also been invaluable in shaping the ‘Change Work Streams’ that we are now taking forward.
These are:
- Rationalising and Aligning Funding Streams;
- A New partnership for housing-led regeneration;
- Improving Planning;
- Improving Home Energy Efficiency;
- Home Adaptations;
- Rationalising across Social Housing Providers.
The six change work streams have designated Lead Officers from across both the private and public sectors. Findings from these work streams have been used to support a series of business cases which where submitted to the Department of Communities and Local Government as part of our final report on 5 February 2010.
A summary report giving an overview of the Durham Total Place Pilot will presented to Cabinet on the 3 March 2010. This report along with all six business cases can be accessed in the documents below:

Community Stakeholder Views
To gauge the views of the community a 'Stakeholder' day was held in November 2009 at Murton. The outcome from this event highlighted a number of issues, which were included in an appendix to the final report and can be accessed through the links below along with a video of stakeholder views.
